The Problem
Deputy Yavapai County Attorney Jack Fields, tells the story of low-water crossings, their legal issues and, most importantly the problems created when development results from lot splits instead of going through the subdivision process. Ultimately, he says, the culprit is unregulated lot splits. Fields points out that lot splits offer no guarantee of infrastructure, no improvements to access, and as a result are cheaper to buy. When things go bad, or legal issues arise where the crossings are on private land, as in the case at Reay Road, people then turn to the county's taxpayers to bail them out.
A solution
By state statute, the county is forbidden to spend taxpayer money and forbidden to accept any roads or bridges until they are brought up to county engineering standards. The best way to fix the problem and give residents an all weather-crossing, Fields states, is to create a road improvement district.

A significant fire burned at a Rimrock home on Culpepper Ranch Road last Wednesday night. The owner reported that he had smelled smoke and went outside and could see the flames. An older couple was able to evacuate the home safety. Montezuma-Rimrock Fire Chief Mike Van Dyke described the fire as "stubborn." The home is an older structure with several additions. Camp Verde, Verde Valley assisted. Sedona Fire Marshal Will Loesch investigated.
